About NIMS and ICS

(NIMS) National Incident Management System

While most emergency situations are handled locally, when there is a major incident help is often needed from other jurisdictions, such as the state and the federal government. NIMS was developed so responders from different jurisdictions and disciplines can work together better to respond to natural disasters and emergencies, including acts of terrorism. NIMS benefits include a unified approach to incident management; standard command and management structures; and emphasis on preparedness, mutual aid and resource management.


(ICS) Incident Command System

ICS is a standardized, on-scene emergency management system designed to provide for an integrated organizational structure that reflects the complexity and demands of single or multiple incidents, without being hindered by jurisdictional boundaries. ICS is the combination of facilities, equipment, personnel, procedures and communication operating within a common organizational structure. It is used for all kinds of emergencies, and is applicable to small as well as large, complex incidents. ICS is used by a variety of organizations, both public and private to manage incidents, as well as pre-planned events.
Training in NIMS and ICS occurs at a variety of levels, depending on organizational and individual responder needs. The graphic below summarizes recommended levels of training for personnel serving in increasingly complex levels of incident management.
