S-420 - Type 2 Command and General Staff Training - Hillsboro, OR (February 2023)

Ross served as Course Coordinator and Lead Instructor for S-420, Type 2 Command and General Staff.  The course was sponsored by Forest Grove Fire and Rescue and the Oregon Department of Public Safety Standards and Training. Ross assembled and provided leadership to a group of 20 qualified instructors from both structural and wildland fire agencies, including coordination of a full-day incident simulation, with a Sim Team of 20-25 individuals. Four student teams, comprised of 38 students from local, state and federal wildland and structural fire agencies from throughout the state completed the course.

National Capital Region IMT Full Scale Exercise - Thurmont, MD (November 2017)

As an independent consultant for Ascenttra, Ross served as a Planning Section coach and evaluator for a three-day search and rescue incident simulation for approximately 150 members from the NCR IMT, Maryland All Hazards IMT, and local Search and Rescue organizations.  The exercise took place at on scene locations in Catoctin Mountain National Park, and Cunningham Falls State Park.

Ross served as Course Coordinator and Lead Instructor for a three-day delivery of ICS 300 and 400 for ODF staff from across the state in Salem.

 

S-420 - Type 2 Command and General Staff Training - Medford, OR (January 2016)

Ross served as Course Coordinator and Lead Instructor for S-420, Type 2 Command and General Staff.  The course was sponsored by Jackson County Fire District #3 and the Oregon Department of Public Safety Standards and Training. Ross assembled and provided leadership to a group of 20 qualified instructors from both structural and wildland fire agencies, including coordination of a full-day incident simulation, with a Sim Team of 20-25 individuals. Four student teams, comprised of 38 students from local, state and federal wildland and structural fire agencies from throughout the state completed the course.

 

ICS 310 - Intermediate Incident Commander - All Hazard IMT Conference, Denver, CO (December 2015)

As a contract instructor working for Emergency Management Services International, Ross served as Lead Instructor for a three-day delivery of ICS 310 for emergency managment personnel from across the country who were attending the AHIMT conference.

As a subcontractor to Emergency Management Services International, Ross served as a coach/evaluator and position task book evaluator for participants in a worst case disaster drill that spanned a three-day period.  Approximately 120 Chevron personnel from around the world attended and participated in the simulated incident.

As a subcontractor to Emergency Management Services International, Ross served as Lead Instructor for this position specific Planning Section course delivered to employees of Chevron. Ross participated as part of a larger suite of courses being delivered, comprised of twelve position-specific ICS courses for total student body of ~200, with group exercises that integrated students from all of the courses.

As a subcontractor to Emergency Management Services International, Ross served as Lead Instructor for this position specific Planning Section course delivered to students of several major oil development companies.  In all three locations, Ross participated as part of a larger suite of courses being delivered, comprised of nine position-specific ICS courses for total student bodies ranging from 100 to 220 students, with group exercises that integrated students from all of the courses.

Ross served as Course Coordinator and Lead Instructor for over 30 three-day deliveries of ICS 300 and 400 for local government and state agencies in Oregon.  Clients included Benton, Marion, Polk, Linn, Yamhill, and Lincoln Counties, City of Newberg, Office of Oregon State Fire Marshal, Oregon Department of Forestry, and the Oregon Department of Transportation.

Ross served as Course Coordinator and Lead Instructor for S-420, Type 2 Command and General Staff.  The course was sponsored by the Oregon Department of Forestry and the Oregon Office of State Fire Marshal. Ross assembled and provided leadership to a group of 20 qualified instructors from both structural and wildland fire agencies, including coordination of a full-day incident simulation, with a Sim Team of 20-25 individuals. Four student teams, comprised of 42 students from local, state and federal wildland and structural fire agencies from throughout the state completed the course.

Ross served as a contract instructor for Emergency Management Services International for this four-day course at the USCG Training Center in Yorktown.  In addition to USCG, students came from a variety of federal and state agencies, and private companies.

 

ICS 440 - Advanced Planning Section Chief - Fairfax County, VA (April 2012)

Ross served as a contract instructor for Emergency Management Services International and instructed this course as one part of a seven-course suite presented over a one-week period.  Ross served as coach/evaluator for one student team participating in a final day incident simulation.

 

ICS 320 - USCG Type 3 Command and General Staff, Buffalo, NY and San Francisco, CA (May 2012)

Ross served as a contract instructor for Emergency Management Services International and assisted with presenting ICS 320 courses for USCG Sector Buffalo and USCG Sector San Francisco.  Students attending came from the USCG Sectors, and a variety of state and local emergency management agencies.

 

Command and General Staff for Local IMTs (October 2011 - March 2012)

Inciplan instructor cadres conducted three one-week offerings of this course for the Oregon Department of Public Safety Standards and Training, and local fire and emergency management agencies.  Courses were conducted in Medford, Salem and Tillamook, Oregon. For the Medford course, Inciplan consultants developed a final simulation based on a wildland/urban interface fire in the Rogue Valley area. Students for the three courses came from a range of local, state and federal emergency management agencies in the local areas.

 

 

Planning Section Courses – Medford, Oregon (February/March 2012)

Inciplan instructor cadres conducted L-962/S-440, Planning Section Chief, L-964/S-346, Situation Unit Leader, and L-965/S-348, Resources Unit Leader for Jackson County Fire District #3 in Southern Oregon. Inciplan prepared and delivered course materials that combined elements from the NIMS All Hazard and NWCG versions of these courses, and instructed with individuals credentialed in both systems. Inciplan consultants developed and conducted a final simulation for students of the three classes, based on a local incident scenario. Students for the three courses came from a range of fire, police and emergency management agencies in the Rogue Valley area.

 

 

Planning Section Courses – Marion County, Oregon (February/March 2012)

 

Inciplan instructor cadres conducted L-964, Situation Unit Leader, and L-965, Resources Unit Leader for Marion County Office of Emergency Management in Salem, Oregon.  Students for the two courses came from a range of fire, law enforcement, public works and emergency management agencies in a six-county area of northwest Oregon. 

 

 

All Hazards Position Specific Courses – (January – November 2011)

Inciplan instructor cadres conducted fifteen NIMS All Hazards Position Specific Courses for Hillsboro Fire Department and the Oregon Department of Public Safety Standards and Training. Courses were conducted throughout the Willamette Valley area, from Portland to Eugene, Oregon. Courses included L-958, Operations Section Chief; L-960 Division & Group Supervisor; L-962, Planning Section Chief; L-952, Public Information Officer; L-954, Safety Officer; L-956, Liaison Officer; L-967, Logistics Section Chief; and L-973, Finance Section Chief. Students attending the courses came from a wide range of fire, police, public works and emergency management agencies from throughout the United States.

 

U.S. Coast Guard-BP-Local Parish Incident Response - Deepwater Horizon MC 252 Oil Spill Incident (June - October 2010)

As an Independent Consultant working for Emergency Management Services International, Ross Holloway served as an Incident Command System Advisor to Unified Incident Command teams at the Branch level in LaFourche Parish (Port Fourchon, Louisiana) and Jefferson Parish (Grand Isle, Louisiana). Branch level teams planned, supervised and carried out oil containment and capture operations on the waterways and beaches in their respective parishes. Branches ranged in size from 800 to 3300 personnel over the course of the summer and fall. Ross advised unified command participants and assigned team members on effective ICS processes and organization, and provided ICS training and orientation to arriving personnel.

 

Oregon Department of Forestry/Oregon State Fire Marshal Incident Management Team Training (April 2010)

Ross developed a scenario-based exercise for this training conference, which was attended by ~150 members of six ODF and OSFM incident management teams. Teams were paired up and simulated the process of implementing a Unified Command structure to integrate the two teams in response to a complex incident scenario. Ross worked with staff from both agencies to incorporate the lessons learned and feedback from the teams into updated directives and guidance from the agencies.
