The course was sponsored by Forest Grove Fire and Rescue and the Oregon Department of Public Safety Standards and Training. Ross assembled and provided leadership to a group of 20 qualified instructors from both structural and wildland fire agencies, including coordination of a full-day incident simulation, with a Sim Team of 20-25 individuals. Four student teams, comprised of 38 students from local, state and federal wildland and structural fire agencies from throughout the state completed the course.

S-420 - Type 2 Command and General Staff Training - Medford, OR (January 2016)
Ross served as Course Coordinator and Lead Instructor for S-420, Type 2 Command and General Staff. The course was sponsored by Jackson County Fire District #3 and the Oregon Department of Public Safety Standards and Training. Ross assembled and provided leadership to a group of 20 qualified instructors from both structural and wildland fire agencies, including coordination of a full-day incident simulation, with a Sim Team of 20-25 individuals. Four student teams, comprised of 38 students from local, state and federal wildland and structural fire agencies from throughout the state completed the course.

ICS 320 - USCG Type 3 Command and General Staff, Buffalo, NY and San Francisco, CA (May 2012)

Inciplan instructor cadres conducted three one-week offerings of this course for the Oregon Department of Public Safety Standards and Training, and local fire and emergency management agencies. Courses were conducted in Medford, Salem and Tillamook, Oregon. For the Medford course, Inciplan consultants developed a final simulation based on a wildland/urban interface fire in the Rogue Valley area. Students for the three courses came from a range of local, state and federal emergency management agencies in the local areas.

Inciplan instructor cadres conducted L-962/S-440, Planning Section Chief, L-964/S-346, Situation Unit Leader, and L-965/S-348, Resources Unit Leader for Jackson County Fire District #3 in Southern Oregon. Inciplan prepared and delivered course materials that combined elements from the NIMS All Hazard and NWCG versions of these courses, and instructed with individuals credentialed in both systems. Inciplan consultants developed and conducted a final simulation for students of the three classes, based on a local incident scenario. Students for the three courses came from a range of fire, police and emergency management agencies in the Rogue Valley area.

Inciplan instructor cadres conducted L-964, Situation Unit Leader, and L-965, Resources Unit Leader for Marion County Office of Emergency Management in Salem, Oregon. Students for the two courses came from a range of fire, law enforcement, public works and emergency management agencies in a six-county area of northwest Oregon.

Inciplan instructor cadres conducted fifteen NIMS All Hazards Position Specific Courses for Hillsboro Fire Department and the Oregon Department of Public Safety Standards and Training. Courses were conducted throughout the Willamette Valley area, from Portland to Eugene, Oregon. Courses included L-958, Operations Section Chief; L-960 Division & Group Supervisor; L-962, Planning Section Chief; L-952, Public Information Officer; L-954, Safety Officer; L-956, Liaison Officer; L-967, Logistics Section Chief; and L-973, Finance Section Chief. Students attending the courses came from a wide range of fire, police, public works and emergency management agencies from throughout the United States.
U.S. Coast Guard-BP-Local Parish Incident Response - Deepwater Horizon MC 252 Oil Spill Incident (June - October 2010)
As an Independent Consultant working for Emergency Management Services International, Ross Holloway served as an Incident Command System Advisor to Unified Incident Command teams at the Branch level in LaFourche Parish (Port Fourchon, Louisiana) and Jefferson Parish (Grand Isle, Louisiana). Branch level teams planned, supervised and carried out oil containment and capture operations on the waterways and beaches in their respective parishes. Branches ranged in size from 800 to 3300 personnel over the course of the summer and fall. Ross advised unified command participants and assigned team members on effective ICS processes and organization, and provided ICS training and orientation to arriving personnel.
Oregon Department of Forestry/Oregon State Fire Marshal Incident Management Team Training (April 2010)
Ross developed a scenario-based exercise for this training conference, which was attended by ~150 members of six ODF and OSFM incident management teams. Teams were paired up and simulated the process of implementing a Unified Command structure to integrate the two teams in response to a complex incident scenario. Ross worked with staff from both agencies to incorporate the lessons learned and feedback from the teams into updated directives and guidance from the agencies.

Ross served as Course Coordinator and Lead Instructor for S-420, Type 2 Command and General Staff. The course was sponsored by the Oregon Office of State Fire Marshal. As Course Coordinator/Lead Instructor, Ross assembled and provided leadership to a group of qualified instructors from both structural and wildland fire agencies.
